De Slowaakse diplomaat Jan Kubis volgt de Zweed Staffan de Mistura op als Speciale Gezant van de VN in Afghanistan en hoofd van de United Nations Assistance Mission in Afghanistan (UNAMA).
De termijn van De Mistura eindigt op 31 december. Volgens de Verenigde Naties is de post die Kubis (59) gaat bekleden “een van de meest uitdagende dienststations”.
Jan Kubis is al werkzaam bij de VN en was voorheen onder meer minister van Buitenlandse Zaken van Slowakije.
Het is de derde keer in vier jaar tijd dat de functie overgaat in andere handen. Voor Staffan de Mistura leidde de Noor Kai Eide de United Nations Assistance Mission in Afghanistan.
De UNAMA zorgt voor politieke ondersteuning en is betrokken bij de hulpverlening in Afghanistan. De missie stelt ook rapporten op over burgerslachtoffers die vallen.

BAN SELECTS EXPERIENCED DIPLOMAT AS NEXT ENVOY TO AFGHANISTAN
A senior United Nations official and former Slovakian foreign minister will be the next UN envoy to Afghanistan, Secretary-General Ban Ki-moon announced today.
Jan Kubiš, 59, succeeds Staffan de Mistura as Mr. Ban’s Special Representative and head of the UN Assistance Mission in Afghanistan (UNAMA), with Mr. de Mistura completing his term on 31 December.
Mr. Kubiš has been Executive Secretary of the UN Economic Commission for Europe (UNECE) since 2009, and previously served with the Organization in the late 1990s as the Secretary-General’s Special Representative for Tajikistan and head of the UN mission of observers to that Central Asian country.
Announcing the appointment in a statement, Mr. Ban noted that Mr. Kubiš has more than three decades of experience in diplomacy, foreign security policy and international economic relations.
The Slovakian served as his country’s foreign minister from 2006 to 2009, and has also had stints as the chairman of the Council of Europe’s committee of ministers and as secretary-general of the Organization for Security Cooperation in Europe (OSCE).
Next month a major international conference on Afghanistan’s future direction will be held in Bonn, Germany, focusing on helping the country on the path towards greater democracy, stability, security and economic development.

VN veroordeelt dodelijke bomaanslag op ziekenhuis in Logar
De hoogste vertegenwoordiger van de VN in Afghanistan, Staffan de Mistura, heeft zich woedend getoond over de aanslag van zaterdag op een burgerziekenhuis in het district Azra in de Oost-Afghaanse provincie Logar.
Bij de zelfmoordaanslag vonden tientallen mensen de dood. Verslagen van de media melden dat veel mensen omkwamen of gewond raakten bij de zelfmoordaanslag, zo meldt de VN in een verklaring.
Een groot deel van het ziekenhuis werd gereduceerd tot puin.
De VN Assistance Mission in Afghanistan (UNAMA) benadrukte dat “aanvallen op ziekenhuizen en medisch personeel strikt verboden is volgens het internationaal humanitair recht”.
“Dit is verachtelijke aanval op burgers die medische hulp zochten, als wel op familieleden die op bezoek kwamen,” zo zei Staffan de Mistura, de speciale VN-gezant van de VN voor Afghanistan die tevens de UNAMA-missie leidt.
Veel van de verwoesting werd aangericht in de afdeling voor moeders en kinderen in het hospitaal, en veel van de doden en gewonden zijn vrouwen en kinderen, aldus De Mistura.

The top United Nations official in Afghanistan has voiced outrage at a bomb attack earlier today at a public hospital in the country's east that has killed dozens of people.
Media reports indicate that many people were killed or injured following the apparent suicide bombing at the hospital in Azra district of Logar province, southeast of the national capital, Kabul. Much of the hospital was reduced to rubble in the attack.
In a statement issued in Kabul, the UN Assistance Mission in Afghanistan (UNAMA) stressed that attacks against hospitals and medical workers are strictly prohibited under international humanitarian law.
"This is a despicable attack against civilians who were seeking medical care, as well as visiting family members and healthy workers," said Staffan de Mistura, the head of UNAMA and the Secretary-General's Special Representative for Afghanistan.
"Much of the damage was in the maternity ward of the hospital, and many of those killed and injured were women and children," he added.

VN-personeel gedood bij aanval op kantoor UNAMA in Mazar-e-Sharif
Bij ongeregeldheden in Mazar-e-Sharif zijn vrijdag zeker zeven medewerkers van de UNAMA omgekomen. Het kantoor van de VN-hulpmissie in de Noord-Afghaanse stad werd bestormd en in brand gestoken tijdens een demonstratie tegen een koranverbranding van vorige maand in de VS.
